Kotetsu is introduced in this scene. It seems like Rin's tattoos are typical of bisharp, or perhaps specifically bisharp hailing from Kotetsu's professed homeland of Tsainan. He seems to be a foreigner who looks down his nose at Luctemar and its customs.
